Ruling on a Woman's Vow to Not Shake Hands or Speak with Unrelated Men

If a woman vows not to shake hands with men or speak to them, what is the ruling on this? Shaykh: Even if they are her maḥram (close relatives)? Questioner: No. If they are unrelated men, what is the ruling on that? May Allāh reward you.
